LONDON, May 12 (Xinhua) -- A major incident has been declared after NHS services across England and Scotland were hit by a large-scale cyber attack on Friday, causing failures of IT systems across the country.


The NHS has confirmed that a ransomware attack is responsible for major IT problems affecting hospitals across the country. Officials described it as the worst ever attack on the NHS.


Hospitals affected are believed to have lost the use of phone lines and computers, with some diverting all but emergency patients elsewhere.


According to BBC's reports, NHS Incident Director, Dr Anne Rainsberry, said: "We'd like to reassure patients that if they need the NHS and it's an emergency that they should visit A&E or access emergency services in the same way as they normally would and staff will ensure they get the care they need."


She added there are contingency plans to "keep the NHS open for business".


Early reports said 16 NHS health trusts, including trusts and hospitals in London, Blackburn, Nottingham, Cumbria and Hertfordshire had been affected by the attack.


The NHS was considered in 2015 to be one of the biggest organisations in the world, employing around 150,000 hospital doctors and 315,000 nurses and thousands more in community health services.


Some general practitioner (GP) surgeries had to shut down phone and IT systems while emergency rooms at some major hospitals told people not to attend casualty departments except in urgent emergencies.


Some hospitals cancelled non-urgent operations.


Officials at NHS England said they were looking into the situation.


Simon Enright, director of communications for NHS England, said: "This attack was not specifically targeted at the NHS and is affecting organisations from across a range of sectors."


The Patients Association said the attack appeared to have been "highly co-ordinated and aggressive."


"A police investigation will no doubt be required," it added. "Though today's may be the largest attack of this sort, it is not the first -- yet the lessons from earlier incidents have not been learnt."


Staff cannot access patient data, which has been scrambled by ransomware. There is no evidence patient data has been compromised, NHS Digital has said.

Down the hall, on the left side of the wall,
was a broom closet. We knew,as chldren,in
Elementary School that our conduct was

closet. We always heard stories in class of
Johnny or Adam getting a paddling in the
broom closet. My heart sunk down into my
stomach. I was scared to death, as I
walked from desk. I went out the door and
to the broom closet. In my mind I feared
a paddling. I imagined bending over to
take my licks. Mrs. Speck was waiting on
me there. She said that I had been talking
to much. What a relief I felt, when she
asked me not to talk as much. It only took
one trip to the broom closet for me to
learn to be quiet.

MACAO, Sept. 28 (Xinhua) -- The tourism office of China's Macao Special Administrative Region (SAR) on Thursday published the final version of the blueprint for tourism development in the next 15 years, consisting of key objectives, strategies and action plans for short and long term implementation.


Macao Government Tourism Office (MGTO) Director Maria Helena de Senna Fernandes told a press conference that the Belt and Road Initiative and Macao's vision to build itself into a world tourism and leisure center have opened up a new horizon of possibilities for the tourism industry in the SAR.


In 2015, MGTO began studying and formulating a Macao Tourism Industry Development Master Plan to make systematic plans on building and managing the tourism economy. In the preparatory process, the office has conducted a range of studies such as international forums, questionnaire surveys, site visits, interviews and benchmark analyses.


The master plan proposes eight key objectives, 33 strategies and 91 action plans for short-, medium- and long-term implementation. The key objectives include Diversify Tourism Products and Experiences, Rebrand as a Multi-day Destination, and Manage Tourism Carrying Capacity.


The master plan also suggests that with those measures, Macao can enjoy the new opportunities by leveraging its extensive experience engaging in international tourism organizations, unique cultures and historical legacy, and become a core tourism city of the Belt and Road Initiative and the Guangdong-Hong Kong-Macao Greater Bay Area.


Following the release of the master plan, the SAR government will establish a cross-departmental coordination group, led by the secretary for social affairs and culture who will lead collaboration across departments and oversee the implementation progress of the action plans.

Police and prosecutors in Georgia say they're reviewing the arrest of a former football player whose lawyers say officers used excessive force.

Video circulated online last week of the Dec. 2 arrest of Desmond Marrow in a shopping center parking lot in McDonough Joel Bitonio Jersey , just south of Atlanta. Marrow, 30, is a former college football player who tried to catch on with two NFL teams.

In the one-minute video clip, officers can be seen forcefully taking a handcuffed Marrow to the ground by sweeping his legs out from under him as he yells, "I'm not even fighting back." When he's on the ground, an officer puts his hand on Marrow's throat for several seconds and Marrow says, "I can't breathe," while another officer tells him to settle down.

Chris Stewart, an attorney for Marrow, said it's clear from the video that Marrow wasn't resisting and the officers used excessive force. The officers should be fired and the charges against Marrow should be dropped Andy Janovich Jersey , Stewart said.

Robbie Swinson, who witnessed Marrow's arrest, said in a phone interview Monday that the video "speaks for itself, and it shows excessive force" because Marrow was already cuffed. But he said it only shows a tiny slice of a long encounter and that Marrow aggressively chased another vehicle down the road and in the parking lot, talked about shooting people and then scuffled with police as they tried to handcuff him.

Although a use of force review was done at the time of the arrest, Henry County police Chief Mark Amerman earlier in April ordered an internal affairs investigation, department spokesman Capt. Joey Smith said in an email Friday. One of the officers was placed on administrative duty pending the outcome of the investigation, he said.

"The Henry County Police Department takes any charges of excessive use of force very seriously and wants to assure the public that this event will be fully investigated," Smith said.

Henry County District Attorney Darius Pattillo said in an emailed statement Friday that his office is conducting a parallel investigation to determine whether the use of force was justified. That is being done by a review panel that includes Pattillo, his chief investigator Damarious Randall Jersey , another veteran prosecutor and a use of force expert.

"The portion of the video distributed is graphic and violent, and we understand why people are disturbed by this," Pattillo said. "I can assure you that once the investigation is complete, we will respond appropriately."

Marrow told The Associated Press in an interview Friday that he was driving along when two white men pulled up next to him and started yelling racial slurs and threw a cup of coffee at him. He stayed calm but drove fast to follow them and get their license plate number and followed them into the parking lot to talk to them, he said.

One of the men listed on the police report as a victim disputes that. Scott Davis told the AP by phone Monday that Marrow began aggressively riding his bumper, cursed at him and his friend, threw a rock at their car and yelled that he had a loaded gun and would shoot them.

At one point, Marrow pulled in front of them and tried to block them and appeared to be getting out of his truck Benardrick McKinney Jersey , so Davis threw a can of Coke to slow him down so they could get away, Davis said. Marrow then followed them into the shopping center parking lot and chased them "driving like a madman" as Davis called 911, Davis said.

BEIJING, Sept. 11 (Xinhua) -- China has ended an emergency radiation monitoring after detecting no environmental impact from a nuclear test conducted by the Democratic People's Republic of Korea (DPRK).


The monitoring, conducted at the northeastern border areas after the DPRK nuclear test on Sept. 3, was ended at 6 p.m. Sunday, according to a statement from the Ministry of Environmental Protection (MEP).


No abnormal results were showed after eight days of monitoring, the MEP said.


""A comprehensive assessment has concluded that this DPRK nuclear test has caused no environmental impact on China, and conditions for a termination [of the emergency monitoring] have been met,"" it said.


All monitoring stations in the border areas and surrounding regions, including the provinces of Heilongjiang, Jilin, Liaoning and Shandong, recorded normal radiation levels as of 6 p.m. Sunday, according to the MEP.


The ministry said it would switch to routine monitoring after the emergency response ended, conducting automatic radiation monitoring and regular sampling analysis at key border areas.


Real-time radiation levels recorded at automatic monitoring stations in and near the northeastern border areas will continue to be made public to address people's concerns, the MEP said.


The China Earthquake Administration reported that a magnitude 6.3 earthquake struck the DPRK at 11:30 a.m. on Sept. 3 with an epicenter depth of zero km, saying that it might have been caused by explosion.


The DPRK's Korea Central Television announced on the same day that the country had successfully detonated an H-bomb, a hydrogen bomb that can be carried by an intercontinental ballistic missile.

Doug Williams looked at Alex Smith and slightly exaggerated the commitment the Washington Redskins made to their new soon-to-be 34-year-old quarterback.

"He can play to 40," Williams said Thursday. "Can you, Alex? Look at him. I think he can."

Smith smiled back and has plenty to be happy about. The veteran is now the Redskins' franchise quarterback after being acquired from the Kansas City Chiefs and signing a $94 million Golden Tate III Jersey , four-year extension with $71 million guaranteed that keeps him under contract through 2022.

He'd be 38 if he plays out that deal, one that shows the Redskins were willing to commit long term to Smith the way they never did with Kirk Cousins. As Williams implied Cousins didn't want to be in Washington for the long haul, Smith made it clear he did.

"This is where I wanted to be," Smith said. "It looked fun. I wanted to be a part of it."

Smith gives the Redskins the kind of continuity at the position they lacked with Cousins, who became the first QB in NFL history to play back-to-back seasons under the franchise tag before signing a fully guaranteed $84 million, three-year deal with the Minnesota Vikings.

"I do believe that Washington had a lot of great pieces," Cousins said at his introductory news conference. "They will have a lot of great pieces going forward and the margin of error is small. The difference between winning and losing is so small."

Cousins' year-to-year status and propensity for mistakes in big moments outweighed his three consecutive 4,000-yard seasons to Washington's front office, which decided to target Smith.

"That's somebody you can build your team around and know he's going to be here, year in and year out," coach Jay Gruden said. "You're not always looking down the road: 'Oh, who's going to be our quarterback next year?'"

Williams said three or four other teams were also attempting to get Smith Ricardo Louis Jersey , which the Redskins did by sending a 2018 third-round pick and promising young cornerback Kendall Fuller to Kansas City.

Smith had some say in his destination because he had to agree to the extension that Williams joked, "If we have to add a couple more years to it, we'll do that, too."

That was never going to happen with Cousins, a 2012 fourth-round pick taken the same draft as Robert Griffin III who thrived under the impression he was not wanted. From the Redskins' perspective, that went both ways.

"It wasn't a matter of wanting to commit to the other guy," Williams said of Cousins. "We had to look at it what we had to do that's going to be best for us, somebody who wanted to be here."

Smith's introduction six weeks after the trade and extension were agreed to came with a welcome gift as the Redskins signed former Seattle Seahawks wide receiver Paul Richardson to a five-year deal that's reported to be worth $40 million.

Richardson saw what DeSean Jackson did as a fellow speed threat in this offense and talked to former Washington receiver Pierre Garcon about the situation and figured it would be a good fit to catch balls from Smith.

"I want him to know I'm always available," said Richardson, who has 95 catches for 1,302 yards and eight touchdowns in four seasons. "Just throw it. It don't matter where it is. I'm going to go get it. And I'm going to turn him into a believer."

Smith has already made the Redskins' brass into believers, and the entire organization from owner Dan Snyder and team president Bruce Allen down showed up for his much-hyped introductory news conference.

Standing in the same building that Cousins roamed the past three seasons as the starter Josh Reynolds Jersey , Smith looked comfortable being the guy and understanding the faith the franchise put in him.

"We've got to go win games," Smith said. "Excited about the opportunity because that's what it is at this point. It's an opportunity, and we've got to go make the most of it."

Gruden praised Smith for having "all the traits" to be successful, and Williams sees the same on-field characteristics.

But the Super Bowl MVP QB-turned-executive also sees another benefit in the locker room of Smith being under contract long term.

"I don't think the fans really understand when you talk about stability and when you know the guy that's going to be leading this team is going to be in your locker room for the next three to four to five years, that's a good feeling," Williams said.

"I think now they can relax and even during the season don't have to worry about whether our fearless leader's going to be here next year."

What a difference six weeks make.

Going into Wednesday night’s series finale with the Cleveland Indians at Busch Stadium, Carpenter is now hitting .259. Since the middle of May, Carpenter has collected 53 hits and batted .349. His 16 doubles and 12 homers in that span rank second in the majors, and no hitter can equal his 1.115 OPS over that period, not even Mike Trout.

In Tuesday night’s 11-2 blowout of Cleveland Alex Erickson Jersey , Carpenter did something no other Cardinal has ever done. He went 5-for-5 with five runs scored and belted a pair of solo homers. That’s a roll call not even Stan Musial or Albert Pujols can answer.

St. Louis will send Jack Flaherty (3-2 Eric Ebron Jersey , 2.50 ERA) to the mound in search of a sweep on Wednesday. Flaherty is coming off the best start of his young career, tying his career high with 13 strikeouts Friday night in Milwaukee. He took a no-hitter one out into the seventh inning before Jesus Aguilar golfed a breaking ball over the left-center-field wall.

But Flaherty had to settle for a no-decision that night in his team’s eventual 2-1 loss, although the performance may have made him a candidate for National League Rookie of the Year.

“He prepares beyond his years,” Cardinals pitching coach Mike Maddux told mlb.com. “If you saw him, you would think he’s been around the block.”

Flaherty has never faced Cleveland.

Flaherty’s resume does read like a grizzled veteran compared to Indians right-hander Shane Bieber (2-0, 2.45) Curtis Samuel Jersey , who will make his fourth big league start. Bieber blanked Detroit over seven innings Friday night in a 10-0 victory, allowing just four hits and walking one while fanning nine.

Day 2 of the NFL draft is expected to be all about the defensive side of the ball for the New England Patriots.

New England has multiple holes that still need to be addressed after it used its two first-round picks on offense. The Patriots got a possible replacement for left tackle Nick Solder by selecting offensive lineman Isaiah Wynn at No. 23. They then added some depth at running back by picking up another Bulldogs product in Sony Michel.

Astros manager A.J. Hinch is quite comfortable when Yuli Gurriel is at the plate with runners are in scoring position.

”You know ideally I’d like to get a little more length there, especially after the bullpen had to work last night,” Cole said. ”Some of that is out of my control a little bit. So, just kind of get back to the grind and get to the next one.”

It was on top of his lip when he stabbed that soft liner in the first inning, which got us out of the jam. So, personally I’m a fan of the `stache. I guess it’s been sent down. It’s been DFA’d and we’ll wait until it comes back.”

Chicago Cubs pitching prospect Oscar De La Cruz has been suspended 80 games under Major League Baseball’s drug program.

The commissioner’s office said Friday that the 23-year-old right-hander tested positive for Furosemide, a diuretic and masking agent.

De La Cruz is 6-7 with a 5.24 ERA in 16 starts this season at Double-A Tennessee, and is considered among the Cubs’ top prospects. He is covered under the major league drug program because he is on the 40-man major league roster and is on option to Tennessee.

The Cubs say that while they are ”disappointed” in De La Cruz, they ”will support him on his journey back.”

He is the ninth player suspended this year under the big league drug program. The others are Seattle All-Star second baseman Robinson Cano, Chicago White Sox catcher Welington Castillo Shawn Williams Jersey , Houston pitcher Dean Deetz, Washington catcher Raudy Read, Pittsburgh pitcher Nik Turley, Kansas City outfielder Jorge Bonifacio, Toronto pitcher Thomas Pannone and Minnesota shortstop Jorge Polanco.

There have been 46 players suspended this year under the minor league drug program.

DeMarcus Cousins perfectly summed up the potential of the Golden State Warriors.

Cousins signed his contract Friday to join the two-time defending NBA champion Warriors for this coming season, one in which he’ll make $5.3 million. He isn’t sure when his surgically repaired Achilles will allow him to start playing with his new team – being ready for the start of training camp seems quite doubtful – but he can already envision what might happen when he returns to form.

”Of course it’s going to take a lot of hard work, a lot of hard work and dedication, and also a lot of sacrifice from not only myself but other guys on the team as well,” Cousins told reporters Friday night at the NBA Summer League. ”That’s something that we all are aware of and that’s something we accepted already.”

When he returns, something he says he won’t do until he’s back to 100 percent, the Warriors could have a starting five composed entirely of 2018 All-Stars – Stephen Curry and Klay Thompson at guard, Kevin Durant and Draymond Green at forward, Cousins at center.

It’s mindboggling even for Warriors coach Steve Kerr to think about.

”We just felt like we didn’t have enough All-Stars Nevin Lawson Jersey ,” Kerr deadpanned in an in-game interview with ESPN’s Mark Jones and Doris Burke during the Warriors’ summer league game Friday.

Kerr told the story of his meeting with Cousins and how he asked him the following first question: When seven consecutive possessions go by and Curry and Thompson take all the shots, how will you feel?

”We wanted to make sure it made sense for both sides,” Kerr said.

Cousins has been an All-Star in each of the last six seasons, averaging at least 24 points per game in each of those. With the Warriors, he knows the scoring numbers will likely dip.

Again, he apparently has no problem with that. He said he can see some nights where he takes only four shots, even though that’s happened only four times in his 535-game career.

”It may be some games where I’m the leading scorer,” Cousins said. ”I look at that as a positive. I don’t have to be the guy every night. I’ve always wanted a team where everything doesn’t rely on me and now I’m in that position.”

He’s going to be in playoff position as well. Cousins has never lost an NBA playoff game Mike Glennon Jersey , because he’s never appeared in an NBA playoff game. His last postseason playing experience was with Kentucky and its run to the Elite Eight of the NCAA Tournament in 2010.

”I’m coming in just playing my part,” Cousins said. ”I’ll do whatever it takes to help this team win. Of course, I’m in a position where I’m able to play for a championship and every NBA player’s goal is to win a championship. So I’m coming in and I’ll do whatever it takes.”

Falcons wide receiver Julio Jones is skipping OTAs, while he waits for a new contract.

And he’s likely to miss the rest of them, as well.

According to聽D. Orlando Ledbetter of the Atlanta Journal-Constitution, Falcons coach Dan Quinn said he didn’t expect his star wide receiver back with the team until their mandatory minicamp in June.

鈥淚 know the topic of Mr. Julio Jones is on a number of people鈥檚 mind,鈥?Quinn said. 鈥淚 want to let you know that Julio and I speak regularly. I was fully aware that he wasn鈥檛 going to be here for the start of the offseason program and I was also aware that he wasn鈥檛 going to be here this past Monday.鈥?/p>

Mr. Jones is going to be able to buy a lot of top hats when he eventually gets his new deal, as the receiver market has exploded this offseason and he’s better than any of the guys who have benefitted from it lately.

Falcons owner Arthur Blank said yesterday that things were “fine” and that it was just “a process we have to go through.”

Jones has three years left on his previous five-year, $71.2 million deal Andy Dalton Jersey , and is the eight-highest-paid receiver in the league.
