Systems such as these have been proven to work extremely well in a number of countries around the world. Whilst these systems are inevitably very difficult to manage, the benefits largely outweigh the costs. Owing to this fact, many American citizens and politicians have suggested that such a system may be of benefit to the USA. Rising rates of medical insurance in the USA have driven many to see a national health system as a good solution. In recent times medical insurance costs have risen out of reach of the average citizen meaning that many choose to go without insurance every year. The difficulty with this is that if medical treatment does become necessary the costs of such treatment are enough to make a family bankrupt. Opposition to this view states that taxes are levied on those who least need such care.
The Ministry of Public Security will introduce special vehicle license plates for new-energy cars to further promote industry growth and regulation in China.
The ministry has started soliciting public opinion on proposed designs for the plates after preliminary research.
An official said there are three draft designs for both small and large new-energy vehicles.
The designs highlight environmental protection with a dominant green color, include special marks, and adopt new anti-forgery technology and manufacturing techniques, it was said.
This aims to differentiate management of new energy cars, which enjoy strong government support amid emission control efforts, and provide easy visual identification.
China's current vehicle license plates usually consist of a one-character provincial abbreviation, a letter of the alphabet and five numbers or letters.
Proposed plates for new-energy cars will have an additional number to meet sector growth while retaining most other elements of the current format.
BEIJING， Nov. 4 (Xinhua) -- Former Dortmund star Karl-Heinz Riedle said on Friday that China made a right decision to name Marcello Lippi as head coach.

Riedle attributed Germany's rise in the last decade to youth training， adding Dortmund had its own characteristics.
"All the clubs in the Bundesliga are quite successful in training young players， but Dortmund has a special academy，" he said.
"We focus a lot on the academy in our club， it is an important instrument to bring young players to the first team. Dortmund is a strong team， it is not easy to go directly to the first team from the young team， but it is important to have an academy like this."
The rivalry between Bayern Munich and Dortmund has been a selling point for the Bundesliga. But Riedle admitted it was hard to beat the arch rival this season after Dortmund lost Mats Hummels， Ilkay Gundogan and Henrik Mkhitaryan this summer.
"In the moment， we are not second on the table， but if you look at the squad， we are close to Bayern，" said Riedle.
