QUITO Star Lotulelei Jersey , Sept. 4 (Xinhua) -- Colombia's government and National Liberation Front (ELN) guerrillas on Monday signed in Quito, Ecuador a temporary ceasefire agreement to enhance conditions for peace negotiations.
The agreement, which is hosting the peace talks, calls for the ceasefire to go into effect on Oct. 1 for a period of 102 days, according to head negotiators Juan Camilo Restrepo, for the government, and Pablo Beltran, for the ELN.
The 2,000-strong ELN is Colombia's second-largest rebel group, after the now dismantled FARC, which signed a peace deal with the government in November that paved the way for the group's transition to a political party.
This first step is of immense importance. It is an enormous step towards building trust,"" Restrepo said at a joint press conference with Beltran at the headquarters of the Ecuadorian Foreign Affairs Ministry.
Colombia's President Juan Manuel Santos welcomed ""this important advance towards full peace for Colombians,"" in a message posted to Twitter.
To hammer out the details of the ceasefire, which will be monitored with the help of the United Nations and the Catholic church, the two sides agreed to continue the current and third round of talks.
""Let the spirit of reducing the intensity of the conflict begin today, let's not wait until Oct. 1,"" the ELN's Beltran said.
The fourth round of ELN talks are to begin on Oct. 23.

WASHINGTON, Sept. 6 (Xinhua) -- Stanley Fischer, Vice Chairman of the U.S. Federal Reserve, on Wednesday submitted his resignation for ""personal reasons,"" adding another vacancy in the Fed's seven-member board.
Fischer's resignation as Vice Chairman and a member of the Fed board of governors will be effective on or around Oct. 13, 2017, months before his term expires in June 2018, the central bank said in a statement.
Fischer, a respected 73-year-old economist and former head of Bank of Israel, has joined the Fed board since May 2014 and served as chairman of the board's committee on financial stability.
""Stan's keen insights, grounded in a lifetime of exemplary scholarship and public service, contributed invaluably to our monetary policy deliberations,"" Fed Chair Janet Yellen said in a statement.
""He represented the Board internationally with distinction and led our efforts to foster financial stability,"" she added.
Fischer's departure comes as U.S. President Donald Trump prepares to reshape the Fed board, which currently has three vacancies. Trump has nominated Randal Quarles, an investment-fund manager and former U.S. Treasury official, as Fed's vice chiair of supervision.
As Yellen's current term expires in February next year, Trump has also begun the search for the next Fed Chair. Yellen and Director of the National Economic Council Gary Cohn are among contenders to lead the central bank next year, according to U.S. media.
But Trump said he wouldn't announce his nominee for next Fed Chair until the end of this year, as it's still too early to make that decision.

LHASA, April 19 (Xinhua) -- A stone lion the height of a man wasrecently unearthed in Lhasa, near what is believed to be a formerministerial office, according to local authorities.
The stone lion, 169-cm tall and 104.7-cm wide, was excavated onMarch 22 by a team of construction workers on Dosengge Road inLhasa's city center, according to a Tibet Autonomous Regioncultural heritage bureau press release Wednesday.
It said that experts from the bureau and Tibet's regional museumhad spent weeks doing research before concluding that the statuewas dated to the 18th century.
The site was at the former office of grand ministers stationedin Tibet by emperors of the Qing Dynasty (1644-1911) to superviselocal governance on behalf of central authorities.
"Dosengge" means "stone lion" in Tibetan.
"The road was named after the two stone lions that sat at theentrance of the grand minister's office," said Professor TsetenTashi, Tibet University historian.
The ministerial office was inaugurated on Dosengge Road in 1728,a year after the first grand minister was stationed in Lhasa,according to the professor.
The unearthed statue was intact with traces of color and paintstill visible, and is believed to be one of a pair.
Cultural heritage authorities are organizing an excavation ofthe other lion.
